Zone 0 Compliance: What You Need to Know in 2026
Is your HOA community, commercial property, or structure located in a very high fire severity zone? Have you received a notice about “Zone Zero” wildfire safety requirements?
Homeowners and property owners in Very High Fire Severity Zones must now take the steps required to meet Zone Zero guidelines by February 2027 to comply with California’s requirements. Applicants for new building permits must also demonstrate compliance with Zone Zero requirements. Unsure whether your property is in a Very High Fire Hazard Severity Zone? You can check this map to find out.
So, what do the Zone Zero requirements focus on? The area closest to the building or home is the focus because research shows it's the most vulnerable area to ignite from wind-driven embers during a wildfire.
Unfortunately, wildfire is a year-round threat in San Diego County. With over 142,500 acres within designated Very High Fire Risk Severity Zones, including areas like Poway, taking proactive steps doesn’t just keep your property in compliance—it can also help protect it from fire damage during a wildfire.

Benefits of Brush Management
Years of drought and climate change have increased the risk of dangerous wildfires across much of San Diego County. Homes and commercial properties near canyons and other open spaces are vulnerable. Creating and maintaining a defensible space can help protect structures and help slow the spread of wildfire. Plus, defensible space gives firefighters more room to defend properties safely from wind-driven embers and flames.
How to Meet Zone Zero Requirements in San Diego County
Zone Zero is known as the ember-resistant zone. To meet Zone Zero requirements, property owners must maintain an ember-resistant, non-combustible buffer from 0 to 5 feet horizontally from their structure.
The following steps are recommended to maintain Zone 0 compliance:
- Remove dry or fallen leaves, dead plants, mulch, firewood, pine needles, trash, debris, and other flammable materials within 5 feet of structures. Structures include roofs, gutters, balconies, decks, porches, stairways, and areas beneath the home or building.
- Utilize hardscape materials, such as gravel, pavers, concrete, or maintain bare soil within the Zone 0 area
- Relocate combustible items on decks, balconies, and patios, such as planters and outdoor furniture
- Replace wooden or other types of combustible fencing, gates, and arbors. Replace them with non-combustible alternatives.
- Relocate recycling and garbage containers, RVs, boats, and vehicles away from Zone 0
Note: Trees are allowed within Zone 0. However, trees must be properly maintained and pruned regularly. Remove unhealthy branches. Keep healthy branches at least five feet away from exterior walls and roots. Maintain the tree canopy drip line and keep it at least 10 feet from roofs and other structures.
Frequently Asked Questions (FAQ)
What is Zone 0?
Zone 0 is a defensible space created within 5 feet of a home or structure. Zone 0 is the most critical defensible space area with a focus on ember resistance. Cal Fire estimates that 60–90% of home ignitions in wildfires are caused by embers, not direct flame contact.
Why is Zone 0 important?
Because Zone 0 is an ember-resistant zone, compliance will help protect homes, save lives, buildings, and vital resources.
When will Zone 0 compliance take effect?
It takes effect in September/Fall 2026 for new construction. San Diego area is rolling out phased compliance, targeting early 2027 for homes and structures in Very High Fire Hazard Severity Zones. Existing properties will have a phased grace period of about 3 to 5 years, depending on the local fire authority.
How many defensible space zones are there?
There are three defensible space zones, they are Zone 0 (0 to 5 feet), Zone 1 (5 to 30 feet), Zone 2 (30 to 100 feet).
